The IAB has invited 3 new members. Moira Gerety, CIO, State of New Mexico. Replacing Carolyn Purcell Nominated by NASCIO Tad Anderson, Associate Administrator for E-Gov and IT, U.S. OMB. Replacing Karen Evans Mary Kiffmeyer, Secretary of State, Minnesota Replacing Aldona Valicenti Nominated by NECCC Aldona Valicenti, CIO Commonwealth of Kentucky, retired this month. She has been an IAB member for several years and played an integral part in making it the successful organization it is today. Her dedication and experience was invaluable to the group. IAB members Dave Molchany and former member Carolyn Purcell were honored as Governing Magazine's Public Officials of the year. The IAB is more than familiar with this duo's exceptional abilities, and it is gratifying to see them recognized with such a prestigious honor. Other honorees include mayors, governors and elected representatives. The upcoming OIS Newsletter on Citizen Relationship Management is being finalized. The newsletter highlights stories from Federal, State, local and international governments, as well as industry, nonprofits and academia. This newsletter covers citizen services and the use of CRM for electronic government (E-Gov). CRM systems record, route & manage interactions with citizens & organizations in a coordinated manner. They allow an organization to accurately track interaction with citizens, clearly articulate its services to citizens, predict user needs, reduce response time, improve staff efficiency & meet customer needs & service expectations. There is an upcoming event of note, an AFFIRM Luncheon with Karen Evans covering progress in 2003 implementing the E-Gov initiatives. What are the issues to implementation, such as funding, change management, and changing priorities? Date: 12/18/2003 - 11:30-1:30. Location: George Washington Marvin Center, 3rd Floor Ballroom, 800 21st Street, NW Washington, DC ACTs Management of Change Conference ACTs Management of Change Conference, tentatively entitled My Government, My Terms, is scheduled for May 24-26th 2003. Joanne Connolly ( HYPERLINK "mailto:Joanne@connelyworks.com" Joanne@connelyworks.com) provided a status report on the conference. State and local participation and attendance is encouraged. The IAB will be involved throughout the conference planning for consultation and outreach. Highlights of Last IAB Meeting - IAB Accomplishments James Mackison covered the last IAB meeting from October 22nd 2003. American Council for Technology (ACT) FGIPC changed its name to the American Council for Technology. An overview of the organization was provided. The most recent IAB publication, High Payoff in Electronic Government, has received a great response from the government community. Its findings have been discussed and presented at numerous meetings and conferences. Darlene Meskell authored the report and was thanked by the group for her excellent work. The board supported incorporating intergovernmental business continuity and an emphasis on agency/enterprise wide planning for business continuity into the scope of the upcoming Business Continuity Report. The report is scheduled for a March 2004 release. GSA is responsible for the FirstGov.govs G2G Gateway, a resource for government users of FirstGov. GSA wants to work more closely with our state and local partners, and the IAB, to develop content for the site. Members also agreed to spread the word to their local colleagues that FirstGov is the official federal government portal and they should provide a link to it from their home pages. Emerging trends and issues: At the last meeting, members agreed to send their thoughts on intergovernmental priorities to James Mackison. These priorities form the basis of subsequent work and discussion of the IAB. The trends identified by the October call participants were: Securing intergovernmental networks Securing citizen's information per HIPPA Common portal for business permits and licenses Homeland Security Leveraging GIS infrastructure and Portal development 311 Many of the issues involved security of information, especially when exchanged between governments and shared by citizens with government. Recent reports have criticized the cyber security efforts of certain federal agencies. The group discussed the vulnerabilities and barriers to security, and what can be done about them. The group noted the lack of standards across government, the lack of an intergovernmental infrastructure for data sharing, and the decentralized nature of networks. Improved intergovernmental coordination will be needed to ensure the security of shared data. There are also information security issues in electronic voting that need to be worked through. The group also discussed 311 systems, which handle non-emergency requests and questions to government. Many cities have implemented 311 systems of late. The group noted that 311 systems serve as more than just call centers. They also have implications for intergovernmental management as well. Many are merging 311 call-centers with their online customer response systems to offer multi-channel service delivery. E-Gov Update: Karen Evans and OMB met with NASCIO reps, and state and local officials to discuss better intergovernmental coordination Wed. Dec. 3. Martha Dorris and Dave Molchany provided an update of the meeting. At the meeting, they discussed how to better involve state and local governments in federal e-gov efforts. Attendees proposed pilots to develop intergovernmental enterprise architectures within the Recreation One Stop and Geospatial One Stop initiatives. The consensus within the group was to start small with a less complex business lines in the early intergovernmental work. The meeting also addressed intergovernmental participation in the CIO Council. The consensus was that participation of state and local officials in the group should be more active. IAB call participants suggested that a city representative to the Federal CIO Council be added to the state and county representatives. Intergovernmental Groups Lisa Nelson gave the group an overview of two intergovernmental groups she manages, the Partnership for Intergovernmental Innovation and the Monthly Teleconferences between the U.S. Office of Management and Budget and major associations representing state and local governments. Both of these groups can be leveraged by the IAB for intergovernmental work. This intergovernmental innovation group of federal, state, and county government officials works solely on issues that cross jurisdictional lines. PI2 was formed in December 1999 to provide intergovernmental innovators a resource to overcome barriers in process, policy, and regulation. PI2 provides a platform for discussion and collective action in the intergovernmental arena. The need for PI2 to continue this work will grow exponentially over the next decade as governments move increasingly toward integrated service delivery. The Monthly Teleconferences between the U.S. Office of Management and Budget and major associations representing state and local governments began in early 2003 as a way to coordinate and communicate e-gov efforts intergovernmentally. The goal is to provide continuous communications between federal, state, county and municipal officials on e-gov matters of importance. Members of the teleconference pass on the meeting minutes to their members. A Business Continuity update The next IAB project will be a report to study enterprise-wide and intergovernmental approaches to business continuity planning. For successful planning and execution, the business process owners, i.e. the people that provide the services, need to be involved. As part of a business-driven approach, viable manual backups should be developed to provide services without basic infrastructure such as telecommunications and facilities. Also, an understanding of the interrelationship of a governments business processes with those of other governments needs to be reflected in business continuity planning. A short overview of the report has been sent to the group. Mark King of GSA has assisted with an extensive business continuity lit review. There is a wealth of information on business continuity but few analyzed it from the intergovernmental perspective. The report should be very useful to government managers. Closing Remarks: In his closing remarks, Martha McDonough thanked everyone for another productive IAB meeting. and that The next IAB Teleconference is tentatively scheduled for Thursday, March 3, 2003 at 2PM (eastern time).
