The 2004 ACT Management of Change Conference is scheduled for May 24-26 at the Hyatt at Penns Landing in Philadelphia, Pennsylvania. The conference is entitled Citizen Services: Attaining Breakthrough Performance. Speakers include Ross Perot, Paul Light of the Brookings Institute and IAB Participants Dave Molchany and Dianah Neff. As part of the conference, there will be Breakthrough Performance Workshops that focus on 5 categories: Business and Commerce, Benefits, Healthcare, Homeland Security, and Recreation. Each workshop session will develop recommendations for improvement of citizen services. The suggestion was made to share the recommendations with state and local officials and solicit feedback. It was also suggested that ACT contact the CIOs of Pennsylvania and New Jersey to let them know about the conference. The newest Intergovernmental Solutions Newsletter has been published. The newsletter documents the ways in which governments are applying customer relationship management tools and concepts to citizen services. Highlights of Last IAB Meeting James Mackison recapped the last IAB meeting on December 11th, 2003. At that meeting the IAB announced the invitation of three new members, Moira Gerety, CIO, State of New Mexico, Tad Anderson, Associate Administrator for E-Gov and IT, U.S. OMB and Mary Kiffmeyer, Secretary of State, Minnesota. The group also discussed emerging issues in 311 systems and information security. The group discussed the vulnerabilities and barriers to security, and noted the lack of standards across government, the lack of an intergovernmental infrastructure for data sharing, and the decentralized nature of networks. Systems for 311, which handle non-emergency requests and questions to government, are being implemented by many governments. The group noted that 311 systems have implications for multi-channel service delivery. Dave Molchany and Martha Dorris gave an update from the CIO Council. Karen Evans and other officials from OMB, NASCIO and state and local governments met about state and local government involvement in federal e-gov efforts. Attendees proposed pilots to develop intergovernmental enterprise architectures. Lisa Nelson gave the group an overview of two intergovernmental groups, the Partnership for Intergovernmental Innovation and the Monthly Teleconferences between the U.S. Office of Management and Budget and major associations representing state and local governments. Both of these groups can be leveraged by the IAB for intergovernmental work. James Mackison gave an update on the Business Continuity research done in preparing the upcoming IAB report. Intergovernmental Priorities State of Minnesota: President of the National Electronic Commerce Coordinating Council and Minnesota Secretary of State Mary Kiffmeyer provided the group with an overview of intergovernmental priorities for the State of Minnesota. Secretary Kiffmeyer noted: The issues we grapple with across levels of government are the same that we grapple with internally, within and between agencies. The emergence of new technologies has required governments to coordinate across organizational boundaries. The CIO and Commissioner of the Department of Administration have begun developing joint plans for IT. Two priorities for Minnesota are Identity (authentication) and archiving online information. She is involved in the Electronic Real Estate Task Force, which is studying and will make recommendations regarding implementation of a system for electronic filing and recording of real estate documents. The group involves stakeholders from federal, state and local governments Intergovernmental Priorities: State of New Mexico Moira Gerety, CIO of New Mexico, gave an overview of the states intergovernmental priorities. Ms. Gerety noted: New Mexico does not have the financial resources of many other states, so its imperative that they maximize their investments in IT. Their priorities are to reduce costs of operations and IT operations and improve constituent services. New Mexico has a particular interest in federal leadership to facilitate the sharing of software among states in the administration of federal programs. Rather than companies developing 50 different solutions for 50 states, the same software could be shared across governments. For example, in healthcare all 50 states spent $5 million a piece retrofitting systems to comply with HIPAA. Rick Friedmann of HHS noted that a MEDICARE IT Architecture is being developed to deal with some of these issues. Others noted efforts to create repositories for code that can be shared by governments and standards development efforts. It was suggested that perhaps the feds can play a role in hosting a repository of shared code. The group agreed that this was an issue the IAB should pursue further. Mary Kiffmeyer suggested involvement in NECCC Working Group as a vehicle for pushing state sharing of software. She has sent NECCC Working Group information to IAB staff. CIO Council Update: Martha Dorris gave a brief update from the CIO Council. At the last meeting, the Council discussed workforce planning, enterprise architecture and Smartbuy, the effort to establish governmentwide software licenses. The draft is being prepared and should be available in late April 2004. James Mackison presented the preliminary findings to the group. The report will stress that business continuity is first and foremost a business priority, and not just an IT priority. The report finds that: Government and business are beginning to take an enterprise approach to business continuity planning. Laws, regulations and industry standards for disaster recovery and business continuity plans have made business continuity a higher priority for governments and businesses. For an enterprise approach to work, it is critical that the information and data needed to respond to a disaster and resume operations be made available throughout the organization. As systems begin to support the entire enterprise, governments need to consider the impacts and risks across the entire organization. Involving private sector and other government partners in business continuity, beginning at the planning stage, allows governments to maintain critical interdependencies and share resources and facilities. Collaboration should include public-private partnerships in addition to intergovernmental partnerships. Governments can play a major role helping businesses continue operations, especially smaller business that may not have the resources to devote to BCP, back-ups and alternate facilities. Agencies and businesses should know how to interact and collaborate with first responders. Many local governments have created plans to allow business officials access to emergency zones in the event of a disaster so that they can assess damage at their facilities and begin the recovery process. Collaboration can help jurisdictions share resources and facilities in a time of crisis. Working collaboratively requires well-defined and formalized roles, succession plans, and official liaisons, as well as backups that can perform duties if the primary points of contact are not available. Know interdependencies with other organizations, governments and businesses. Partners should be involved at the planning stage. In addition to disaster response and emergency services, resuming day-to-day operations, especially those most critical, should be a major component of any business continuity plan. Taking proactive measures to avoid or lessen the impact of a disruption is important to maintaining operations. Measures include back-up strategies and detailed risk analysis. Know all dependencies on critical infrastructure Know which applications are most critical and recover those first. For example, a system that supports a function required by legislation or business agreements to provide continuous service is more critical than others. Focus your recovery and resumption efforts at the end-user level, Test your plan. Telework is one solution governments are looking at as a mean of business continuity. As shown by responses to the recent Northeastern Blackout and Hurricane Isabel, governments are applying lessons learned from past events to refine and improve their business continuity planning. However, there is still room to improve. Recovery and continuity are viewed as no ones and everyones responsibility Financial Markets performed well in responding to both events Preparation resulting from Y2K and 911 paid off There is work left to do.
