Martha welcomed twelve guests from county and city governments on the call and provided a brief overview of the IAB and the American Council for Technology, its parent organization. The IAB consists of 4 state, local and federal CIOs. Since 1997, the IAB has had 28 members, produced seven technical reports, and initiated the Government Without Boundaries initiative. Martha announced the retirement of IAB member Carolyn Purcell from the State of Texas, August 31, 2003. Carolyn has played a major role in the IAB for several years and her contributions will be missed. In response to a request for suggested replacements, Aldona Valicenti said that NASCIOs Partnership Committee would recommend a state official. American Council for Technology Martha discussed Council for Technology (ACT), formerly known as the Federal Government Information Processing Councils (FGIPC). ACT has been in existence since 1979. Envisioned as a council of councils, it coordinates across its 21 affiliate councils, including the Western IT Council and Association for Federal Information Resources Management (AFFIRM). It has also established two advisory boards the IAB being one. The other, the Industry Advisory Council (IAC), was formed to provide an arena for facilitated networking between the public and private IT sectors. ACT is completing a strategic planning process to develop its mission, vision and strategic priorities. A draft strategic plan and more information about ACT are available at  HYPERLINK "http://www.fgipc.org" www.fgipc.org. ACT is chartered to: Develop a coordinated leadership for focusing the activities of the member organizations. Develop a four-way channel of communication between the manager/user of information processing technologies, the government agencies regulating the use of these technologies, industry, and the academic community. Assist its members in increasing the quantity, quality, and timeliness of information processing service deliveries through more efficient and effective management in the application of state-of-the-art information processing technologies. Provide IRM education and training to maintain the most superior and technical competence of the information systems work force at the federal, state and local levels of government. (NOTE: ACT is working to develop a certification program for IT officials to professionalize the government IT community) Promote the profession of IT in the public sector. Ms. Neff of Philadelphia and Mr. Doupnik of Maryland expressed interest in working more closely with ACT. Other state and local officials are also encouraged to work with the Council. Highlights of Last IAB Meeting - IAB Accomplishments James Mackison provided highlights from last IAB meeting from June 24, 2003 Three new members were welcomed to the IAB. Karen Evans, Administrator of E-Government and Information Technology, U.S. OMB Russ Doupnik, Deputy CIO, State of Maryland Jon Fullinwider, CIO, County of Los Angeles Joiwind Ronen, new Executive Director of ACT (then FGIPC) provided an overview of ACTs Strategic Plan Study Mark Zimmerman, Project Manager, discussed the Disaster Management project, one of the Presidents Electronic Government Initiatives. OIS announced the release of the IAB report on High Payoff in Electronic Government. Business Continuity was chosen as the topic of the next IAB report Response to the IABs High Payoff in Electronic Government: The IAB has garnered national an international attention within the IT community for its look at E-Gov measurement and payoffs. Nearly all printed copies have been distributed. Its findings have been discussed and presented at numerous meetings and conferences. Darlene Meskell authored the report and was thanked by the group for her excellent work. FirstGov Martha Dorris began a discussion on FirstGov.govs government-to-government efforts. Firstgov.gov is the official U.S. Government web portal. The Office of Intergovernmental Solutions is now responsible for the Government-to-Government section of the portal; other sections are Citizens, Business, and Federal Employees. OIS will consult the IAB on the direction of the portal to best serve state and local officials. It was suggested that an important issue was to improve the links between local sites and FirstGov. Darlene discussed OISs efforts to establish links to FirstGov on state and local sites. Officials in California, Maryland and Florida agreed to ask their local colleagues to include links to FirstGov on their homepages. Darlene Meskell has provided information to the group on linking to FirstGov. A IABs next product, Business Continuity: Its Not Just An IT Recovery Plan James Mackison opened discussion on the upcoming business continuity report. The report will address the need for Business Continuity planning to be something more than an IT recovery process. Governments should not only plan to keep systems running, and protect them from attack, but also have viable manual processes as backups for their systems. The proposed report would cover. Business Continuity Planning that includes workarounds in the event a loss of telecommunications infrastructure, facilities, hardware, and inaccessible electronic data Successful executions of Business Resumption Strategies Jon Fullenwinder, who with others suggested the topic initially, emphasized that business continuity planning should be done from a business perspective, not an IT perspective. Agencies need to take the lead in planning to deliver services during disruptions and disasters. Russ Doupnik recommended that the report cover the importance of intergovernmental approaches to business continuity. Responses to recent events like Hurricane Isabel and the Northeastern Blackout were identified as good sources of information for the report. The board supported incorporating intergovernmental business continuity and an emphasis on agency/enterprise wide planning for business continuity into the scope of the product. The report is scheduled for a March 2004 release.
