Valicenti, Kentucky Darlene Meskell Linnea Nichols/Ray Herold, Fairfax County for Susan Turnbull Dave Molchany Frank McDonough, Office of Intergovernmental Solutions (OIS) Unable to Attend: Richard Friedman, CMMS Alisoun Moore, Montgomery County, Maryland Randy Murphy, Lake County, Illinois Carolyn Purcell, Texas Welcome and Opening Remarks: At 2:00 p.m. Mr. Frank McDonough welcomed everyone to the meeting and outlined the topics for discussion: Office of Citizens Services and Communications Status of the Next IAB Product Federal Business Reference Model Government Without Boundaries Update Future IAB Meetings Frank also introduced Ms. Darlene Meskell and Ms. Susan Turnbull, to the IAB members as a new GSA associates with OIS. Status of the next IAB Product: Darlene provided an update on the approach and strategy for the next IAB report on Identifying High-Payoff E-Gov Initiatives. Initial plans to conduct a nationwide contest to identify the best state high-payoff programs were dropped when it was determined that would duplicate NASCIO’s annual recognition awards. Instead, the report will categorize the NASCIO nominees to identify the types of E-gov programs that deliver the greatest benefits and to quantify those benefits. It will also list and provide contacts for a variety of models for measuring the success of electronic government. Darlene reported that research to dateday has identified several performance measure models that are being used to evaluate the success of E-gov initiatives. Frank then led a discussion with the board members on the next steps to document the research findings to date. There was a wide range of comments and suggestions regarding the completion of the proposed study. It was suggested that in addition to looking for examples of good upfront E-gov business cases thatprograms, the study include examples of post implementation system evaluations or reviews. Federal Business Reference Model (BRM) Discussion: Frank led a discussion on the BRM developed by the Federal Enterprise Architecture Program Management Office of Management and Budget (OMB) that breaks the government down into 35 lines of business and 137 sub-functions. The IAB members were asked, “How can state and local governments be leveraged with the BRM”? The Federal BRM does not appear to have clear links to the State and local BRMs. Members questioned if we expecting to have a national BRM or are the linkages only necessary where services intersect? Many State and local governments as well as NASCIO have ongoing architecture initiatives that should be linked to the Federal Enterprise Architecture. NASCIO's architecture templates address both a technical architecture and governance architecture. Therefore, they assume that these should be complementary to each other. They recognized the ongoing discussions between OMB and NASCIO. In this regard, how can the BRM be used to further collaboration between the Federal, State and local governments? Is it possible to use the BRM to serve as a foundation for developing XML standards? Will the Federal Enterprise Architecture be tied to the work being done by the XML working group? The IAB members felt that it is important to develop XML standards to be used across governments. The general consensus from the group is that it doesn't matter who develops them as long as someone does. Time is critical before too many incompatible applications are in place. A project was suggested that we map the 137 sub-functions in the BRM to State and local government sub-functions in those incidences where the sub-functions intersect with the three levels of government. Government Without Boundaries (GWoB) Update: Mr. John Clark provided the latest status of the GWoB project. The Government Without Boundaries Cycle I report Report was published online July 16, 2002has been posted to www.gsa.gov/intergov, and hard copies of the report are now available. GWoB progress continues under the Federal E-gov initiative, Recreation One Stop. In this regard, it was John reported that Recreation.gov, the current federal portal for parks and recreation opportunities, that will be enhanced under Recreation One Stop with additional functionally such as geographical features, would will be re-launched on September 28, 2002 and. The enhanced Recreation.gov portal will include park and recreation data from the Commonwealth of Virginia, Fairfax County, VA, the State of Maryland, Montegomery County, MD, and the States of Maryland, North Dakota and Utah. This integration of information and services from multiple levels of government is an example of the emerging seamless citizen-centric government. of the future A GWoB Cycle II, a proposal to identify 20 Communities of Practice – IAB members were asked to brainstorm to identify possible communities of practice to study. There was general agreement that the BRM should be the starting point for identifying communities of practice for further examination.
